It has 12 pockets.  You will need to make your own weight bags. 

This is a premium quality adjustable weight vest. You can use a heavy duty zip lock bag filled with sand and put them

in the pockets. 

Weight vest is heavy. It cannot be constructed like normal clothing. The threads used have to be durable.

This vest uses heavy weight nylon thread with dense 7 stitches per inch.

The fabric has to be strong - The vest uses 2 layers of nylon fabric with foam padding sandwiched inside for comfort

(This is important; some vest is made of nylon mesh or no padding. It is very uncomfortable.)
